How about a few links at the top of the forum page?
ie: Doom9's Guides, Doom9's software download page, Doom9 news page etc.
It seems to me that a great many people come directly to the forum pages without ever having seen the main pages of the site. I'm sure the comments 'what guides?' and 'where do I find them?' have been seen at least 1000 times.
It's obvious that many people don't read the forum rules but if there was a big flashing 'Doom9 Guides - READ this first' button maybe a few more people would get the hint? ;)
