it depends on what you do with them in this time. ;)
I had only problems with cheaper CDRs where they got damaged because of the Player in my car (maybe cold temperatures?)It happened that the silver Foil was gone in parts of the cd. sorry for my bad english

Cheap cyanine dye should protect against atmospheric
damage (oxigen ? ultraviolet rays ?) at least 10 years, best pthalocyanine
dye should protect at least 100 years.

The dye actually protects nothing, it is rather the dye that should be protected from heat, strong light etc. because it contains the information :) ... the metal (usually silver these days) coating should be protected from oxygen ... which is the reason why early CD-Rs used the less oxidation-prone gold.
To come back to the original question: yes, CD-Rs can get damaged over time. The dyes are organic, and won't last forever, even if shielded from light and heat. And I sometimes discover the occasional CD-R that started to oxidise because of inferior manufacturing quality.
