what is the effect of noise filters, do they significantly effect encoding time and are they worth using?

yes they significantly effect encoding time

erm they filter out noise, good for noisy sources or for when you wish to blur or smooth out pixelated edges

yeh this is exactly what they do.
I've seen that on some movies the extra time is 50%!!!
But I use every time the low noise filter when I have a % in compressibility test under 65%: that clean up the video :D

so is there a great improvement in contrast with noise filters activated?

and what's the effective difference between low/medium/high filters

Good questions But I've always used low moise filters and all was ok. So I think that for a dvd the other filters are too strong. This could finish like this if you use too strong filter
