I never had problems making svcd with dvd2avi and TMPGEnc, but I encoded an ep of the x-files, and the result are "tremors" on the image when I play the svcd on my home player. The tremors are not continuous and when appears is on static or not sequences. I think that may be something about interlaced or non-interlaced,dvd2avi identifies the vob as interlaced and Tmpgenc detecs the .d2v file as interlaced as well. I think something is wrong with dvd2avi but I don't know what else to do.

Why you just not try deinterlace in TMPGenc ?
Is source PAL ? Because it's from TV it is interlaced surelly.

I had the same problem with the vertical jittering. You need to encode as non-interlaced, and possibly swap fields. Look at the bottom of this post (http://www.rilanparty.com:8080/vbb/showthread.php?s=&threadid=14478#post77638) ("My findings") for details.
