Sure it is....
With the same processor I get 0.82 after some tweaking.
You can try to optimize some settings in Bios (especially memory related)

Also if you do a search around the forum you'll find this topic has been discussed in depth. There was a great thread less then a month ago that went into detail, most of us put out encode speeds with our type of movie=Pal OR NTSC ect ...and computer hardware specs.
