DVD2SVCD able to stop and start

I have just started using this great program DVD2SVCD
since it takes so long to complete is it possible to stop and start
to finninsh at a late time

it's not really practical. but yes there is a way.

you can use crash recovery.

however, this only continues from the end of the last completed stage.
so if you stopped it during the CCE encoding you would have to re-start it at "CCE" again IE: the start of the longest stage.
so in reality it would be pointless.
