Look at her helmet, glasses, all over the place. Any idea how I can make this video less crap?

It looks like an incorrectly authored DVD. The source is 24fps progressive, but stored in 60i stream, with one duplicate frame every four frames instead of 3:2 pulldown.

That reminds me of judder from movies on networks like TBS and TNT.
