Is there any way to create a dvd compliant mpeg using DVD2SVCD?

It will not make true DVD compatable files. The audio will not be Dolby Digital unless you use something else for the audio.
You can alter almost everything.
Video size just edit the avisynth file.
Audio set to 384.
Bitrate just up the MAX, MAX AVG and MIN and change cd number to a high number to be able to make sure your bitrate meets you needs.
You will probably have to MUX manually or let bbmpeg once then edit the .d2s file and change the set number to cut at to 0. Then use crash revovery and select muxing and cutting and hit go. Making sure Do Not Create Images is selected.
All of this is pure guessing. I have no way of making DVD's and never tried it.
