How can I change the framerate of the .VOB file I put into AutoGK? Right now, it's turning out 23 fps, but the audio isn't in sync, so I need it to be 29 fps. How do I do this?

Are you sure the framerate settings is the problem? Does the audio start out ok and drift off or is it off the same amount through the movie? Is this a film? That's supposed to come out 23.976 fps. You can correct a simple audio delay with VirtualDub, but your real issue may be the file that needs to be ripped to your drive first with a tool that can correct it.

It may not be in synch, but incorrect framerate isn't the reason since at 23.976fps it's exactly the same length as was the source 29.97fps VOB.
Answering CWR03's questions might help solve the problem. So might a log from this encode. So might a short 10 second sample from the source. But I pretty much agree with him that the source of the problem is an improper decrypt. It almost always is. What's the film and the DVD region, and exactly how did you decrypt it to the hard drive? Did you decrypt the entire DVD or just the movie alone?
