Workflow for creating IFO file from VOB

I would like to start coding and understanding IFO generation from VOB files. I like the features of IFO edit but would like to add/fix a few things in my own time and with a program that I have written. is there any documentation outlining the steps needed to read in and parse VOB files and generate valid compliant IFO files
