Is there an available standalone VC-1 encoder? I want to test this format out (and how it compares to Xvid), but I refuse to buy or install any software. Something like xvid_encraw or x264cli is what I am looking for, although GUI solutions are acceptable too. At one point, I remember using a "avs2wmv" tool or something a few years ago (though the quality was very poor), but that's as far as my experience goes.

You could also give AVS2ASF a go - see this thread (http://forum.doom9.org/showthread.php?t=133173). I've had good results from it.

I tried to download avs2asf, but the links to Kurtnoise's page are dead. Is the older 0.3 still usable?

I've been using my own version of this code so I'm not sure about the different versions mentioned in that thread.
All should be usable, but there may be bugs in parameter parsing in older versions. It was just example code (AVI2ASF) released with the SDK which was never really meant to be used in anger. Its error handling can be a bit unfriendly.
If all the links are dead I can upload my version for you. I'll have to do it tomorrow though as I'm away from the PC it's stored on at the moment.
EDIT: I've uploaded it - see here (http://forum.doom9.org/showthread.php?p=1336113#post1336113).
