using ffmpeg to encode to mpeg4/QCELP

I'm trying to encode wmv/avi files into 3G2 (for me this container is MPEG4/QCELP[pureVoice]). Is there a way to encode into this with ffmpeg? or doesn' t it fully support this?

I'm a bit new to ffmpeg but seem to pretty much figure out the syntax- but errors in the process.
