It is forbidden to mention video sources not protected by copyright in the country where I reside? I fully agree with it, just to know. I'm sorry, English is not native language.

Specifically, what source are you asking about? Why would it not be protected by copyright in your country? What country?

I'm from Brazil, most of the content you see, it's anime, which rarely are licensed here, coming here only through fansubs.

That material is owned and copyrighted. If the owner chooses not to market it in your country that does not give you the right to steal it. So, it's not legitimate to discuss.
Your country is a signatory of the Berne convention, so you err in claiming that the material is not protected by copyright in your country:

Thanks for the reply. At least I do not run the risk of being stuck here, because the law says that such a private action, I doubt that someone from Japan come here to bring a lawsuit in court, or offset the alleged injury XD. Once again, thanks for taking my question.

I referred to the licensed content (sold here). If it is licensed and you obtained it legitimately you can discuss it. But be prepared to show that it is true because fansubs immediately raise suspicions.

Rule 6 does not apply in Brazil!!! What country are you from it's irrelevant.
