If I put extra files on VCD’s will they still play? For example I might put a readme.txt on a VCD to explain how to play it in Windows Media Player, or I might put a zipped MPEG-2 codec onto an SVCD so it can be played back, or I might even put an MPEG-2 file onto a VCD.

Other than the VCD MPEG/DAT file, I found that the only "other file" that will playback on your standalone is JPEG files. If you use NERO, try drag/drop a JPEG file in the main window, NERO will accept it, and your standalone DVD/VCD will play the JPEG file back.
Of course you can always add the other files that you mentioned (i.e. text file, codec, etc.) on the CD, but only a computer can see these files.
