I've had this problem ever since the RC version of Windows 7 was released (this problem wasn't present in the 7000 build.)
WMP12 by default wants to use the MS DTV-DVD decoder (msmpeg2vdec.dll) for decoding MPEG and AVC. Problem is it sucks big time, 20fps while playing 1080p AVC which is why I have CoreAVC. The problem is WMP12 doesn't honor merits at all, it will always choose MS DTV-DVD decoder as long as it is present, regardless of preferred codecs. I had to delete/rename the dll in order to get WMP to use a different codec.
With MS DTV-DVD decoder disabled, I can't get WMP to play DVDs. It plays MPEG and AVC videos fine, but not DVDs.
