How can I nake it viewable when I open the SUB file in notepad?

Define "SUB" file. If it's e.g. a SUB part of a SUB/IDX pair, it's a binary file containing a DVD subtitle stream and of course Notepad is not able to decode this stream.

You can't. Notepad doesn't decode binary files which is why you see gibberish. You need to download and use a subtitle editor.
