I have a .264 1080p video file, How to convert .264 to .avc ? for use with sonic HDMV authoring tool ?

Just change the extension, .264 and .avc are both elementary H.264 streams.

...or should be, at least. File extensions are not reliable. If you are uncertain, use MediaInfo to check the actual content of the file!
