When I parse a h264 stream I notice that the "derived height" is 1088 and "pic_width_in_mbs_minus1" is 1920. The problem that I'm having is DGAVCIndexNV and eac3to detect the stream height as 1080. Are these software packages clipping the 8 lines or am I missing something? Thanks.

H.264 internally stores all frames as rounded to the nearest multiple of 16, with cropping flags set to crop off the extra pixels on playback.
The extra pixels are just lines of padding added by the encoder.
