Ok I use to use VirtualDubMod but seems something changed with the new MKV format :( Now I can't even load mkv into virtualdubmod so no longer able to do simple cuts. What is out their that can cut mkv without changing format or anything? I want to be able to move a slider to I find the begin point just like virtdubmod and the endpoint.

MKVToolnix only cuts on keyframes though. If the cut you want to make is on a keyframe, that's fine, otherwise you'll run into the same problem I just did. I too want to make a cut on an MKV, but the keyframe is two frames before the frame where I want to make the cut, this makes it impossible for me to use MKVMerge (in mkvtoolnix) to make the cut at the right place. If anyone can suggest an mkv muxer that can cut on non-keyframes, I would be most grateful.

I very much doubt that what you want to do is feasible without recoding the video stream ... and I don't think you want to do that (the operation will probably last *hours* instead of a fery few minutes that splitting with mkvmerge requires).

You can make it with avidemux. AFAIK avidemux create keyframe on non-keyframe cut (at least for DivX). There could be problems with keyframe search on some codecs (like AVC) but its worth for try.
