Differece between Closed caption and Teletext

Hello!
I am little confused between teletext subtitling and closed subtitling.

Teletext are encoded in VBI of the video signal and Closed captions are also encoded in Line 21 of the VBI.

Then what is the difference between them?

Can Teletext and closed caption encoded in same video signal?

How many lines are reserved in VBI?

How many characters can be encoded in VBI for Teletext and closed captions?
