Hi,
Can anyone tell me how to convert, if it is possible, and NTSC svcd file to PAL, and if so, what files do I need to do it.
The problem I am having is that it wont play back in color on my tv, through my dvd player.
Any help would be appreciated.

There is 2 way - simpler and harder for better quality if origin is Film.
First make project with DVD2AVI. Load it into TMPGenc. Load PAL SVCD template. It will produce 25 fps PAL mpg file. Movement will be little choppy due to primitive framerate conversion.
If origin is Film (24 fps) then it's better to use harder way:
first perform IVTC in TMPGenc then save it as project, then load it and change framerate to 25 fps and check at setting advanced 'do not framerate conversion' . Again save it as project.
Must extract audio and perform timestretch with factor 23.976/25 - PAL runs ~4 % faster.
Then use this audio file as separated audio when load last (25 fps) project in TMPGenc.
It can be done with other programs too, which are faster than TMPGenc, this is what I used.

I got the exact same problem here, but i dont really understand everything suggested in ppera2's post. Surely there must be an easier way?
Can the avseq mpeg file be treated just as a normal NTSC mpeg file? If so, it should be possible to just follow any of the NTSC-to-PAL guides outthere...in theory?

you can do this with DVD2SVCD:
1) copy a ifo file from a ntsc movie into the avseq folder;
2) rename the avseq file from avseq.mpg to vts_01_1.vob (you can do this using a command line instruction ren avseq.mpg vts_01_1.vob;
3) use DVD2SVCD as usual. Be sure to use bicubicresize (because the input resolution is smaller than the output resolution) and chekmark "ntsc to pal" in conversion tab.

ifo file = info file? theres a info.svd file in /svcd/ dir on this ntsc svcd movie-cd. is that the one?

just found a .ifo file and tried doing what you described....but as the ifo file isnt from the same movie as the one i'm trying to convert...it displays the wrong movie-length, audio tracks and chapters.
isnt there another way to convert an already-burned NTSC SVCD movie into PAL? (lost the source files)

Don't care with the time lenght, the audio track nor the chapter available.
- DVD2SVCD will NOT use the time lenght;
- Select the first (or the two first if you have an avseq.mpg with two audio tracks) audio track of the ifo file. It doesn't matter what language this track has. DVD2SVCD will NOT use this information. It will only use the information of the audio POSITION;
- use "fixed chapters" instead of "dvd chapters".
