If you're asking for a way to apply a PAL speedup to VobSub SUB/IDX files, I can offer two solutions.
Firstly, I wrote a tiny command line tool called SubSpeed once that only patches the timings inside the IDX files. I could upload it somewhere, but be warned: it's really an extremely simple tool.
Secondly, since BDSup2Sub (http://forum.doom9.org/showthread.php?t=145277) can now also import SUB/IDX, it can be used to only apply the PAL speedup. Be aware though that it might change the colors a little.

I have NTSC DVD subpack and I have 25 fps movie.I want to change the fps of subpack (sub/idx format).
Those programs allow 23.976 to 25.000 fps?

BDSup2Sub can import and export Sub/Idx format and it can apply a frame rate conversion.
While I implemented the frame rate conversion to do a PAL speedup from Blu-Ray 24p, it should work for NTSC as source as well if you choose 23.976 fps as source frame rate (since this the original frame rate restored by the 3:2 pulldown).
Anyway, if the captions are from a different version of the movie, it's pretty unlikely that the frame rate conversion alone will lead to correct subtitle timings. Indeed you'll probably have to play around with the delay to get the correct position.

The Sub File Cutter utility that comes included in the VobSub package can change the framerates.

I tried with BDSup2Sub but i can import sub/idx.
I am changing framerates with Sub File Cutter but result is not good.Timecodes are weird.

Looks like the Sub/Idx might be corrupt or maybe BDSup2Sub just doesn't like its format. How did you create it?
If you'd upload it somewhere, I could have a look.

I tried and finally i solved timecodes problems.
You can change fremarates with VobSub Cutter (it is part of the vobsub).
