how to convert PAL format .ts to NTSC format

hi, guys

i download some PAL format .ts, after i use tsmuxer to write as AVCHD, i can't play on my NTSC PS3. i doubt the reason is because the orig file is PAL format.

how can i cobvert PAL to NTSC?
