I would demux the AC3 audio, and reencode it to MP3 using BeLight. Use at least 160kbps CBR so that you don't notice the recompression. Then mux the MP3 file back with the video. Voilą!

And how does that help his audio problem? If he is going to re-encode, he is going to need either a boost filter or a normalize filter. Many software programs offer them, so if you want to re-encode the audio, take a look at either Belight or BeHappy (my favorite) and use the boost/normalize functions to increase the volume.

eac3to can also increase the gain in ac3 tracks, plus its fast and easy!

And what did I say?!
BeLight boosts automatically :p

Well I used virtualdub and saved as wave tried belight wave to ac3 keeping the original 192 bitrate & 48k sample rate but the volume is low. Do I have to adjust the advance>normalize setting? I checked the Boost mode checkbox (Ligh)
How do I keep the ac3 file from clipping once I get the volume adjusted? Thanks.

Don't save as WAV. Just extract it as is (Use option "Demux"). BeLight automatically applies DRC and gain then. Do NOT apply boost!

I take it it plays with low volume only on a computer. AC3 audio from retail DVDs is normalized already so I would guess it's your AC3 decoder that's at fault. Install the AC3 Filter and go into the Config. Set the Preset to Loud, or fool around with the sliders:
