What programs can convert a dual layer blu-ray to a single layer blu-ray while keeping all the menus and extras I know of BD-RB are there any others?

no there isn't.

Menu's has always been a difficult area, and currently the only program even coming close to supporting 'em is BD-Rebuilder.
