i did some testing. lame+v vs. lame --abr 64 (both has almost the same filesize (+-30kb))
+v sounds clearer than standard abr but, some pre-echo artifacts gets very notisable, almost like they are amplifed (may be a bug).
The difference between the 2 at higher bitrates is next to nothing(128 and up).
This is no match for OGG vorbis thogh. :D

PlusV is pretty much the same thing as MP3Pro. They both use standard MP3 for the low bitrates and their own special methods of high frequency reproduction techniques. Of course, both suffer from the same flaws in the MP3 standard and Ogg Vorbis easily chews both of them apart at any bitrate.
