i started having this problem after i formatted my pc....

My System:-

Core 2 Extreme ( quad ) @ 2.7
6GB DDR2
Windows Vista 64bit
Avisynth 2.8

its working now...after i updated my megui...but i'd like to know what was wrong.

Avisynth was not loading the DGDecode plugin or it was given a different filename.

or simply dgdecode was missing.

Sharktooth is right. After you updated your MeGUI, you downloaded your missing DGDecode dll, and everything worked.
