At the time Doom9 is writing this guide. PAL2NTSC is not possible in BeSweet, so if you'd wanted to make that you'd have to load your WAV into a wave editor and use pitch control to adjust the WAV to the proper length. Unfortunatley, I have no idea how to do this, HOWEVER, I have an alternative I HIGHLY prefer due to its ease.
If you source is 29.97 fps (NTSC), you must IVTC, then it will be 23.976 fps (FILM) and you can continue. If your source is 23.976 fps (FILM) already, load it into TMPEG and select "Do not change framerate" from the Advanced tab whern you click the Configure button. Then select the framerate to be 25 fps and the video will be sped up to adjust to the audio.
I hope I've been of some help.
