Yes, firstly the installation of LameACM is difficult on x64, the actual working method (last time I checked) isn't a specifically written x64 INF file, just an old correctly written one!
Try the LameACM located here:
http://www.free-codecs.com/download/LAME_ACM_Codec.htm
Its the latest ACM release that I can find quickly, it shouldn't have too different of an output to the 3.99 daily builds that you can currently get (but requires the use of a frontend or lots of manual work).
Make sure you download the 3.98.2 versions and not the 3.98 that is also linked on the download page for the LameACM.
The date of the LameACM.inf is correct, 2002 :) its a proven working inf for both XP x64 and Vista x64.
If the right hand click and install doesn't work, run the following correcting the location of lameacm.inf, remembering that if the path has spaces quotes need to be used. An example such as "c:\lame mp3 acm\lameacm.inf"
rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 C:\LameACM.inf

Very important correction:
c:\windows\syswow64\rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 C:\LameACM.inf
