I installed the latest version of BeSweet and then the GUI. I'm converting from AC3 to MP3. Where is there an option to change from a variable bitrate to a constant bitrate? Also, I can't even find a place to change the value of the bitrate... Am I missing something?...

Not sure why you are using BeSweet - it hasn't been updated in years, and there are other choices e.g. lamexp, eac3to, behappy

What would you recommend? I dunno why I use it. I like it because it's efficient and produces high quality audio. If there is a way to do what I posted, I'd like to continue using it unless you truly feel there's something as efficient.

For a straight conversion, I would use lamexp, it's very easy to use, and has enough options
If you need to do more complex stuff you can use behappy (avisynth based) or eac3to

I don't need anything fancy. I'm just looking for easy use, decent compression, and high quality. Don't think that depends on the program actually but you know what I mean. For something complicated, I'd use FruityLoops/Nero WaveEditor/other programs of a similar nature. Yeah, I'm not looking to make any enhancements to the audio..

Yes, they are just front ends /GUIs for Lame & other encoders. If you have the same encoder version and use the same settings the output will be the same
Another option is MeGUI, which is based on behappy. It accepts audio directly or avs input. It has preset profiles which are commonly used

Lol. That was sarcasm. Yes, I am indeed a noob. I simply don't like it, that's all.
