Hello! I am having a very annoying issue with my graphics card(i'd assume). Quick background, I have a dell xps 420 and downgraded to xp, everything works perfectly except for this issue.
When ever I play a video in the standard default display the video looks great, but when I make the video full screen I get these horribly annoying horizontal lines that streak across my video. When I go back to a normal 100% display, the lines go away and the video plays great. But when I make it full screen again the lines come back. I've tried uninstalling my ati drivers and re installing them but nothing works.
I am using a ATI Raedon 2400 PRO HD graphics card.

Did you try other drivers for your graphics card?

Well it look like the lines that show up when I full screen videos wont show up when I take screen shots. Ive tried several times and they wont show in a screen shot. Another note about this prpblem, it seems that even if I pause the video and minimize it, the lines still flicker until I close the video then they go away.

What software are you using to playback? What format of video? Does it happen to all kinds? (e.g. mpeg? , xvid .avi ?, interlaced DV?, etc...)
Some players have more functionality than others. E.g. if you use kmplayer, you can capture "what you see" (even resized), or the original video frame size (what most software players are limited to). This may help to explain what you are describing better

Hmm...The only time this problem doesn't occur is when I play movies that I purchased in Itunes and watch them inside itunes. I can make that fullscreen and my screen doesnt go crazy.

Well it looks like there is no possible way I can take a screen shot of these lines. I downloaded kmplayer and took a screen shot when the lines were all over the screen but on the screen shot the lines dont appear.
These horizontal lines seem to stop flickering when the video is paused and They dont seem to show up when I play purchased movies in Itunes. Also after I closed a fullscreen video the lines remained on the screen for a bit.
What is going on!?!?! I'm begging anyone for help, i really dont want to have to buy another graphics card.

Maybe you could take a photo of the screen with a camera.

Did you overclock CPU or GPU in some way?
Or the memory lane in motherboard or graphics card?
Did you try to lower the hardware acceleration in graphics properties just for testing?
Directx is uptodate? I guess directx redist package from november08 is the latest.
I've got similar symptoms a year ago. forgot how I solved it :p

I haven't done any of those things to my computer, I just did a destructive restore to start fresh and after installing the latest drivers with default settings it still happened. Only thing I didnt do was make sure directX was up to date, but I did that before I did a restore and it didn't solve it.
