Creating Video On Demand video file with subtitle

Hello I'm Dime and I'm new in Doom9's forum.
I desperately need help for creating ts file for VOD service with these parameters:

1. Video: H.264 for Standard-Definition Video Encoding
- Profile and level: L3
- Bit rate: 2.0 mbps CBR
- GOP size less or equal to 2 seconds
- B frames 3
2. AUDIO:
- MPEG-1 Layer 2, 192 kbps CBR 48 kHz

3. creating DVB Subtitle


I need all of these for Video On Demand service

You need to explain what your inputs are but in theory as long as you have the necessary paperwork for a VOD service you could encode the H.264 with x264, the audio with ffmpeg.

The DVB subtitles may be a problem. You might have to use something like:
