Horizontal dotted lines

where near horizontal lines are dotted

Is anyway I can fix this ?
TComb() and CheckMate() did not have any effect on it

BicubicResize(width/2,height).Spline36Resize(width,height)
fixes the horizontal lines but destroys the vertical or near vertical lines

PS. The video is telecined, requires a TFM().TDecimate()

Looks more like heavily blocked dotcrawl to me. (I.e. yes it's blocky, but even worse the blocking was caused by the artificial "higher detail" of dot crawl not getting enough bitrate...)

Some antialiasing might help as the dot crawl is pretty small, but it will probably still look bad as it moves a lot >_>
