It means the programmer made a boo-boo.

I get these all too frequently because I use DVD2AVI with HDTV digital captures that are prone to having garbage sections in them due to reception breakups.

I'll eventually be looking into this as part of the SourceForge project because I can so easily create them. :(

Though there also may be other bugs in DVD2AVI that don't rely on garbage.
