This doesn't mean anything.
What codec / settings are you using? What filters if any are applied? What's your source.
A pentium D 3 GHz isn't exactly a stellar performer, especially if you're single threaded.

Right, 10fps would be good if you're rendering to 1080p, but it would stink if you're doing 512 x 384.
Post a logfile from whatever application you're using.

Okay that's more useful :)
So, you're getting 7fps on a 3 GHz Pentium D encoding DVD content with DivX 5.
This is an old version of DivX, and it doesn't support multithreading IIRC - in other words, it might only be using half your CPU.
You've previously gotten good speeds with this system before? Are you certain it was with the same application, no changes?

When's the last time you opened the case and cleaned the processor heat sink and fan?

Hi!i did that one week before......does this affect??? If done carefully, it should only improve performance.
You might also try defragmenting your hard drive(s)...

i did defragmentation of all drives...
still no luck.........
dont know what happened....
i mm encoding using XviD also...still same problem below 10 fps........
i m not using any extra filters of VD and avisynth
still same problem
normal script also gives low fps..
i reinstalled all codecs and all softys,...
still no luck...
10 FPS is normal for this config???

I don't know if it would be applicable here but, have you checked to see if DMA is on for all of your drives?

If you're using the same applications as before, its probable that you are using different settings after you recent windows installation. It doesn't take much difference in the encoder's configuration to negatively impact the performance of the encode, and even some innocuous settings can cause a slowdown on older configs.

Agree.
Try building a "clean" windows for capture and encoding only, some of the games and application will install background task to slow down your machine.
Not all people can manage the task and clean up start-up programs, so keep a "clean" windows may be the easiest way.
