I have 15 Gig *.mpg file. What's a good way to encode it to DVD format and to x264. Is there any way meGUI can help?

I'll bite.
There's lots of "x to DVD" conversion utilities. My personal favorite is ConvertXtoDVD (google it). It can take almost any input format, and convert it to DVD.
Encoding the same MPG to H.264 via x264 entails an entirely different workflow. Ripbot264 is a very good all-in-one GUI, though MeGUI is more powerful, provided you have experience dealing with other sources (DVD?) in MeGUI. If so, you can follow the same process. Simply index the MPG with DGIndex, and load the resulting D2V with MPEG2Source into AviSynth, and use the AVS as a source in MeGUI.

Hi!
1) Do you realize that a 15Gb MPEG file, whether already in or converted to compliant DVD format, will not fit on one single layer or double layer DVD?
2) Which did you create this file in, MPEG-1 or MPEG-2 format?
3) Please load the file into GSpot and post a screen capture back here.
4) May I ask why you have to convert it to two different formats?
