It is not that accurate. It does not re-encode around the GOP because it has no encoding capabilities - so your cut will be on the closest keyframe
If you want ms or frame accuracy, you will need to re-encode at least around the cut site.
Assuming your .ts is MPEG2 video, VideoRedo, Womble MPEG Video Wizard & Cuttermaran can do this, but have limited support for .ts format (i.e. you have to convert to .mpg first for full compatibility).
Avidemux can work with some MPEG2 .ts, so you might want to try that (set video & audio to "copy" format to mpeg-ts), and project x works well for most mpeg2 .ts

ms = milliseconds
typing "one minute in milliseconds" into google should give you a good head start.

TsMuxeR doesn't sync the video and audio tracks correctly after muxing :(

ProjectX ROCKS! but it has crappy GUI and has some problem with vista xD
VideoRedo is good too but it doesn't support everything. Should I change Frame Accurate to GOP Accurate ?

You will never get ms accuracy without re-encoding.

Yes, but I've a ts file that PDVD can't detect its audio track. When I save it with ProjectX, PDVD cans play it :)
But DGIndex can't detect its audio track and give me a wrong file (playback speed: 1000%)
However DGIndex just demux the file xD
