is this possible?

I made a backup of a blu-ray i own and i didn't notice i left a couple of rows of black on the top of the video :(

Do you guys know if its possible to cut those 2 lines and remux the file without re-encoding it again?

thanks in advance

It is not possible to resize a video without encoding it!

However if I remember correctly, it is possible to put "cropping" information into the MKV container.
This will be applied at playback time, but only if the player supports that feature...
