It's not so much the card can't do it, more that the software does not support it. You could use some different software with the card to do the TS recordings.

I have a Pinnacle Freeview dual tuner card (UK) and I could not get the standard software to record a Transport stream but another updated software which is not meant to be for my card does offer TS recording so I use that. I also have a Leadtek card and that does do ts recording but it records the whole transport stream and not just the one channel. So the transport stream can be massive, 6+GB for a short TV programme of less than an hour and that is SD material and not HD. They do both record the subtitles as part of the transport streams.

So if I was you I would concentrate on getting the best card rather than looking for one with the software to do what you want as many free TV programs can record ts files as long as the TV card uses bda drivers and is supported. So check out available software and what cards are supported and then look at a card which gives good and reliable reception. Software provided by TV card manufacturer's is usually pretty poor quality anyway so it is best not to rely on it.

A few softwares to check out>

DVBDream
DVDViewer - not freeware
GBPVR
ProgDVB
Webscheduler

I have the ATI HD Wonder HDTV card that I really like.

I does not do .ts, but it exports the raw stream to an .mpg container. It does support closed captions export, but only to a txt file.
