Quite by accident, I've devised a method to take h263 Ts & M2ts streams, demux them using tsMuxeR & then mux them into H264 Matroska containers using mkvmergeGUI (part of mkvtoolnix). This allows me to take an 11.4Gig version of Sin City which I recently downloaded and by the time I'm finished (35 minutes) I have 3 DVD5's, 2 with a 4.36G .Mkv file & the 3rd with a 2.18G .Mkv file (I added another 2.2G file to 3rd DVD). The pickup in quality is simply incredible. Download the programs at links shown:
Get tsMuxeR here: http://www.videohelp.com/tools/tsMuxeR
Get mkvtoolnix here:http://www.matroska.org/downloads/windows.html

1) - Load ts file into tsMuxeR & set Output as follows: click Demux & then select a different folder for files to be demuxed to. On Ts files, you will obtain a video file in either .MPV or .Wmv format plus an audio file for each stream in the Ts file, they usually appear as AC3 or DTS (5.1 surround sound) files but could also be Nero audio files, etc. hence the suggestion to have them placed in a separate folder. Demuxing of M2ts files will produce similar file types plus a .Meta file which you can ignore in the next step. All sub-title files will also be produced.
2) - Load all files into mkvmergeGUI (it will reject a .Meta file) & then Mux them together into a beautiful H264 Matroska container - the quality pick-up is greater than h262 to h263 files (original Vob's to MPEG-4 .Avi's). You can then remux the Matroska container again using mkvmergeGUI to split the files into 4.37Gig portions for burning to DVD5's for storage and to remove any unwanted audio & subtitle streams.
Matroska containers - the only REAL HD!!!
Hope this helps.
