HPTC @ 1920x1080p/24hz - Videos actually play at 23.976fps?

possibly a dumb question, but as some of you know, if you play a blu-ray movie on a PS3 with the 24hz option enabled, it will play at its native ~24fps instead of 23.976 -> 29.97fps. i'm just wondering, if i set my desktop resolution to 1920x1080p/24hz and play a video that is 23.976fps, is it essentially doing the same thing?

IMO it is played at 24fps and a repeated frame every 1001/24 seconds.
