Desperately seeking cmdline MPEG1 encoder

QuEnc, Mencoder or (as already mentioned) ffmpeg

Run QEnc /? for CLI options or see the included readme

Beside this FreeEnc also supports MPEG1.

Edit 2:
I think for ffmpeg and mencoder Amnon´s Oldskool Tools are a good starting point since you can see what
different parameters are set by the corresponding GUI.

Don´t know if the downloads still work but feel free to PM me if you want to download the package
