Dear All,
I would like to know is there any good software to just change the existing menu without changing the content? I searched online and there's a software call "Menu Edit", is it a good software?

What exactly do you want to change in the menu? Commands, adjacent buttons, colourschemes, button sizes? If so, get PgcEdit (http://www.videohelp.com/~r0lZ/pgcedit/index.html).

MenuEdit is now an old program. There is a free version that can process only the first "group" of buttons. That means that you cannot use MenuEdit free to modify a 16:9 menu. As blutach said, PgcEdit can do the same thing, but without limitation, and with additional capabilities. However, both programs let you edit only the behaviour of the menu buttons, not the look of the menu. If you want to create new menus with your own video, audio and button highlights, you have to use an authoring program such as DVD-Lab Pro. There are also some free authoring programs, but usually much limited.

Okay. My problem now is I've a DVD with menu and videos. However, I would like to just change the existing moving menu to new menu(still menu) without changing the content of the DVD.
I would like to know is there any software which will allow me to just change the existing moving menu in the DVD to my new still menu but maintain all the videos content in the DVD.

The easiest would be to convert motion menu to still using a frame from that menu (DVDRemake -> select a frame -> right-click -> convert to still; if necessary, it is also possible to replace menu background with an edited frame).
If you want a custom menu with different button positions, you need to create it in an authoring application and output as DVD folder. Then it's easy enough to replace it in DVDRemake and adjust navigation. So do you already have a menu for replacement?

The easiest way to just convert your existing animated menu to still (using any frame of the original menu as the still) is certainly MenuShrink. It does an excellent job, can process all menus at once, and is free.
If you want to just convert a menu to still and replace its background with a modified still image without modifying the buttons highlights, for example to delete a button, VobBlanker is very good. Guide on site. It is also free.
To redo completely the menu from scratch without using an authoring program, you need a combination of VobBlanker, PgcEdit, DVDSubEdit and of course a paint program such as GIMP. All are free, but the method is somewhat complicated. Or use the non-free DVDRemake and an authoring program, as suggested by Alex_ander.

I agree with r0lZ MenuShrink is by far the easiest and it's very fast as well.
VobBlanker is a fantastic program but I've had the odd problem at times with the chosen frame not remaining the one selected.

I use VobBlanker to replace the cell with a BMP, so the chosen frame is not relevant. For that work, VobBlanker (with Muxman) is excellent.
