CCE errors at 95%

Trying to encode my 29.97i NTSC .avi and CCE 2.7 gets to 95% then gives me this error msg


cce encoding failed: CBR VBV ovf frame# 23185 (01:12:52:24) B 27100(1.1) max 26134.09(1.0) rel 965.91 1.04qsv 112.00->110.68


Never had any problem before when encoding this movie with CCE, but i had to encode it again recently and its no longer working. I cant say for sure i had the same settings as before, but i loaded the NTSC DVD template, and changed the following:
General: No audio file, 1 pass CBR 6kbs.
Advanced:unticked output TFF, set offset line to 0 (my movie is 30i BFF)
Picture Quality: unticked low, set quant to 28, block order alternate.

Thats it. Can anyone decode the error message?

Ok, its gotten worse now. It will hang anywhere during the process and still eat up resources yet not progress, but this time with no error. Filetype is uncompressed 8-bit avi which produces the error msg, and uncompressed lagarith avi which hangs.
