What do I do if VIDEO TYPE is NTSC? Check force film or do not check it? Guide wasn't too clear. Help, anyone.

Check forced film and go browse through the movie.
- if it's fully progressive then do forced film
- if it's partly progressive do IVTC (no forced film) or something like GreedyHMA
- if it's entirely interlaced then don't do forced film and deinterlace.
Now the above comments apply to almost any R1 source. In your case I think the right option is #3.

With step 3, after you deinterlace you're still at 29.97 fps, correct? Does this need to be remedied?

If the original source was interlaced video (e.g.: video camera), then there was never a Telecine process done to Inverse, since it didn't come from 24fps film. When I have these sources, I leave them at 29.97fps after de-interlacing.
