the actual flag is gaps_in_frame_num_value_allowed_flag, and it has the theoretical use that the encoder can tell the decoder that some reference pictures may be intentionally missing (likely for streaming purposes with h.264 SVC in extended profile), so that the decoder doesn't incorrectly update the reference table.
