Is there an equivalent tool/technique similar to what PGCEdit allows you to do, but for Blu-Ray?

I've searched for an answer to this, but I haven't been able to find anything.

Short answer is no. What is it you are wanting to do?

I'd like to be able to kill certain vid clips selectively - like the ads, trailers, warnings, etc... But I don't like mass solutions that try to get everything, because it's not uncommon that they kill something they're not supposed to. So I'd like to be able to kill clips individually, the way you would in PGCEdit.

If this isn't possible, is there a next best choice?

Use BDedit and make your own tests.
BDedit is in an early stage of development. The Blu-ray standard is secret, that's the problem.
