While in many cases video can be repaired when overcompressed, is the same possible for audio?

That is, if some idiot encodes music in mp3 at 64kbps cbr stereo, can it be cleaned up so you don't want to rip your own ears off?

I guess what I'm hoping for is some sort of plugin to SoundForge or some such thing that can remove typical mp3 overcompression artifacts (warble, poor high frequencies, etc.)

Closed for rule 6. Encode the MP3s yourself and you won't have this issue.
