I can't find the guide anywhere. Not even in Doom9 guides.

Is there any program with GUI I can use to simply drop the AAC, then set the ogg vorbis q and encode it after that?

Thanks for the help.

I'm not sure but you can try:

Foobar2000
BeHappy
MeGUI
MediaCoder

Can't tell for sure since I've hardly used any of those applications, AAC to Vorbis don't seem to make sense in the first place.

There are probably dozens of applications that can do this job, just check out these sites:

I bet DB Power amp can do it:

http://www.dbpoweramp.com/

I've used that program before and recommend it. Worth the registration cost imo :)

as stax said there are a lot of free programs that can do that. no need to pay for a software just for converting aac to ogg.
there is also behappy (https://forum.doom9.org/showthread.php?t=104686)...

Can I ask why would you do that? Most probably you will get some noticeable quality decrease.
