If you just want to change the background - use VobBlanker (which automatically calls muxman). Follow the animated guide here (http://jsoto.posunplugged.com/guides.htm).

Are they motion or stills? If stills, just replace the image and move the hghlights with DVDSubEdit (as NTSC has different resolution). If motion, remux the lot again with muxman.

I usually do such things in DVDRemake, differently from the standard 'replace block' method (to avoid old/new stream type conflicts).
You can follow this method in case you have your new menus (with edited subpicture and working highlights) authored as DVD folder and want to replace every old menu. The idea is to remove all video blocks from old menu PGC's and then add new menu PGC's copied from the project containing the desired menu. Next edit pre-/post command lists (usually by pasting data from old, cleared menu PGCs of main DVD project) and edit PGC ## in jump/link commands used for addressing those menu PGC's (since new menu PGC's have different numbers). Then edit button commands (e.g. in VTS menu by selecting 'Jump VTS# Title# Chapter# commands from Jump/Call instructions' dropdown).
Unlike with 'replace block' method, you don't need to edit CLUT and avoid stream type conflicts (like supicture with 1/2 streams, still-silent/motion menu etc.).
